Goals and Objectives

The QUINCY HOUSING AUTHORITY is a High Performing Authority.  High performers are those Housing Authorities who score 90 % and above on PHAS, the Public Housing Assessment System.  PHAS is the method H.U.D. uses to grade all Authorities.  Being a High Performer means a lot to us as an Authority as well as our reputation locally and statewide.

Our goals and objectives are:
  •  Providing decent, safe and affordable housing in your community.
  •  Ensuring equal opportunity in housing for everyone.
  •  Promoting self-sufficiency and asset development of financially disadvantaged families and individuals
  •  Improving community quality of life and economic vitality.
  •  Increase resident participation through resident council and / or advisory committee.
  •  To provide timely response to resident request for maintenance problems.
  •  To return vacated units with new residents within 20 days.
  •  To continue to enforce our "One Strike" policies for residents and applicants.
  •  To improve and / or maintain our financial stability through aggressive rent collections and improved reserve position.
The Quality Housing and Work Responsibility Act of 1998 is the first Piece of legislation passed by Congress in five years that enacts substantial revisions to the laws governing the public housing and Section 8 programs. As a Provision of the Act PHA's are required for the first time to appoint one resident to serve on an an agency's Board of Commissioners.
